Do you know the history on this ? fresh build ? Old ? Could be as mentioned band worn or could be the moulded servo piston rock hard and leaking

actually should never flair on the 1-2 shift as the sprag is holding until the band takes hold

How can the sprag (what Ford called an overuning clutch) hold 2nd gear? The band must be applied for 2nd or. 1st and 2nd would both be on at the same time

the sprag holds until the band stops the direct drum ,them it overruns

Till it stops the drum. The band can can let the rpm flare up for a few reasons

Something in the system which controls the second speed band or the band itself.
Re: What causes flare on the 1-2 shift in c6?
The cause is too much power, or atleast more power than the shift can hold. Happens pretty often in my stuff. You can firm up that 1-2 shift by stacking pennies in the accumulator as well as some spacers in the modulator valve. This will firm up the 2 shift a lot, so long as the servois holding and the band is good. If the slipping was measurable at all, that band probably burned and a snap band might be in order.
