That is pretty much the standard combo in ADRL Pro Mod . . . . (well kind off, most of those guys are running big screw blowers w/ spray).
I believe Steve Johnson said he is going to be working with an ADRL team this year.
As far as Plate or Fogger? Fogger, IMO only two reasons for the plate, cost or rules.

6-9 lbs of boost and a 100-200 HP hit of "Juice" from a Fogger should put a Heavy Car/Truck into the Mid 10's.
