Wth? It says cage. To me a cage at the least means a halo and bars through the dash. Maybe I'm wrong.

Meh, for some damn reason there are a lot of people out there who by mistake (or on purpose) will call their car's simple roll bar a "roll cage" (implying it might be a full roll cage). Usually happens when someone is trying to sell a race car. 
Kinda like the sellers who mistakenly (or on purpose) imply that their car with it's simple 8.50 legal cage, will also SFI cert just because they added a F/C cage (and only the F/C cage) to it.

I think it is a nice car with a lot of good parts at a good price ( all Hot Rod prices are OBO 99% of the time ) and would make somebody a good start. If you want more safety pipes go ahead and add them. I have seen a lot of worse deals for more money. Not everyone wants a 7 second track only car either. Geeze, if you don't like it don't buy it or look at it then.

The car IMO is a Pro-Street car with no forward protection (Not Caged), Dave has made some extremely valid points which need to be heard many searching for a roller buy something that is not within their understanding,it happens lots with nice appearing cars that have done their duty on the track and the chassis guy is the unfortunate one who has to tell the customer all the bars are junk, this thing will not cert in Disney Land...oh and your bill is 25K for a 7.50 cert you would have been better to start from scratch. Not that there is not value in this car there is just needs to be understood and researched to ask the right questions and make decisions as to whether it is a step forward, or a step backward.
Super, you have valid points as well the body appears nice, and the investment,and cost of replacement far exceeds the cost to duplicate, there is value in the car but as you mentioned if one was planning on building an Outlaw car they should keep looking. It will always cost more to be the one to modify everything, and there are great deals to be had if you are patient, open minded and knowledgeable.
Sorry for the rant, but it does pay to talk to your chassis guy when you are on the hunt for the max ET project, but as I said it would make a nice Pro-Street car as-is. JMO
