Soak in oil or not before installing them?

From memory it was soak in a solvent to dissolve assembly grease/lube , then soak in synthetic oil

Depends upon that manufacturer recommendation.
Some have a special lube in the roller & axle for initial run-in so, with those, just a dunk in oil before assembly.
