If i had a 1968 ford 460 stock... Then offset ground the crank to a 514 cid., bumped up the compression to 10 to 1 with dish pistons and a set of 6.700 rods, but kept the stock heads on it....  say a mild cam 1500 to 5500 pulling 17 lbs of vacuum... matched valve springs....  Any idea on what kind of power you would gain..???? say for a daily driver

if it's a 68 460, should be 10.5 on the compression

The horsepower is in the heads (or airflow), so you'll probably see minimal hp gains if the heads are untouched. The stroke increase will probably gain you a little torque. You may gain a smidge of hp from the cam, but without optimizing the combo...not much. Your biggest gain will probably come from the fact that the engine is fresh.

My question: Why would a guy do all you've outlined...stroke, rods, pistons, springs, etc., and not touch the heads? Is this a class rule issue?

Why are you going backwards from a 460 to a 414? Of is this a typo?

I think he meant offset grinding the crank to 4.14".

If you can find any reasonbly priced gas to run it on the street at 10 to 1 comp.
10-1 comp and daily driver might have worked back in the 70s.

If those heads are as cast, that may be a tall order. Spend a little time (or money) on them.
