c4 shift issues

hi, i know its not a big block, but i have a stock c4 behind a 250 i6 in my 75 maverick, and it has a really bad flare on the 1-2 shift and 3rd seems delayed... it holds each gear just fine, and first gear drives like it should, but the shifts suck... i was thinking about tearing it down to rebuild it and putting the c4 from my fairmont in, but if i can put that off for awhile i will since its my only driveable vehicle right now. would adjusting the vacuum modulator help the shifts?

The 1-2 shift i'd be checking front band adjustment. That can have an effect on the 2-3 as well .
