compression ? Empty compression ?

the rotating assembly i bought said my compression w zero deck and 58cc chambers would be 13.6 to 1. my heads are a429's that are at 68cc. what would my compression be? im useing a felpro gasket(.041 compressed?). what is zero deck? does that mean the piston is even with the deck at top dead center? thanks
