vacumn cam suggestions

currently have a 521/10.4.1 with well ported big valve dove heads,950hp carb,and stealth intake.current cam is 241/249 with a 584/600 lift hyd cam in a 4x4 p/u.it currently pulls about 10" vacumn,looking to possibly switch to a solid lifter cam,as new vacumn rules require 12"@1000rpm.is it possible to get a custom cam with a little more duration and lift and be able to pull 12"/1000 rpm ,thanks for the replies
